Replaced brake cylinder (drum brakes) and master cylinder and did a so-called "bench bleed" but?

You have to bleed one wheel at a time for starters. Try to get someone to help you. Since the master cylinder is pumping the fluid should eventually get to the wheels.There could be debris in the lines too. You could replace the lines too. Then you will have a new hydraulic system.
